21 – 24 January
The Chief Justice of the Supreme Court of the Russian Federation Vyacheslav Lebedev paid official visits to the Republic of Paraguay and the Republic of Cuba.
In accordance with the programme, the Russian delegation was received by Vice-President of the Republic of Paraguay Hugo Velasquez Moreno and had meetings with the Chief Justice of Paraguay Jose Raul Torres Kirmser and the President of Cuban Supreme People’s Court Ruben Remigio Ferro.
During the official meetings, the parties discussed the organization of judicial systems, the court structure and the exchange of experience, noting their interest in developing dialogue and further cooperation.
At the request of Thomas Kunze, head of Moscow office of Konrad Adenauer Foundation, Chief Justice of the Supreme Court of the Russian Federation Vyacheslav Lebedev had a meeting with Rudolf Mellinghoff, President of the German Federal Fiscal Court.
During the conversation, the parties exchanged their views on topical issues of justice, stressing the vital importance of strengthening the rule of law and protecting human rights and freedoms.
9 – 14 March
Chief Justice of the Supreme Court of the Russian Federation Vyacheslav Lebedev led a delegation of Russian judges to the Kingdom of Thailand on an official visit.
During the visit, the delegation had meetings and discussions with Chief Justice Cheep Jullamon, President of the Court of Appeal Ubonrat Luiwikkai, Secretary General of the Judicial Training Institute Bovonsak Tavipatana and Secretary-General of the Office of the Judiciary Sarawut Benjakul.
The parties described the visit as an important and fruitful step for further development of cooperation between the two states in the judicial and legal sphere.
Vasily Nechaev, Deputy Chief Justice of the Supreme Court of the Russian Federation and Chairman of the Judicial Chamber on Civil Cases, met with a delegation of the Court of Cassation of the Republic of France, headed by Bruno Pireyre, Chamber President and International and Public Relations Department Director.
Deputy Chief Justice Nechaev answered numerous questions of the guests concerning the structure of the court system of the Russian Federation, the directions of its modernization, the judicial reform and judicial dispute resolution.
13 – 27 April
Sergey Rudakov, Deputy Chief Justice of the Supreme Court of the Russian Federation and Chairman of the Disciplinary Chamber visited the People’s Republic of China (Shanghai, Hangzhou, Wenzhou) to participate in a seminar for judges from Shanghai Cooperation Organization member states, dedicated to the modern issues of justice.
Chief Justice of the Supreme Court of the Russian Federation Vyacheslav Lebedev met with a delegation of the Attorney General’s Office of the Kingdom of Saudi Arabia, headed by Attorney General Saud al-Mojeb.
During the conversation, Chief Justice Lebedev spoke about the powers and main activities of the Supreme Court of the Russian Federation, the development of the judicial system. In addition, the Chief Justice stressed that an inter-agency agreement would ensure mutual exchange of information about the case law on certain categories of cases, about legislative acts and opinions on the development of the legislative framework.
Chief Justice of the Supreme Court of the Russian Federation Vyacheslav Lebedev welcomed a joint delegation of the Supreme Court of Cassation and the State Council of Turkey. The meeting with the Turkish colleagues took place within the framework of a working visit of the President of the Court of Cassation İsmail Rüştü Cirit and President of the Council of State Zerrin Güngör to participate in St. Petersburg International Legal Forum.
During the conversation, the head of the Supreme Court of the Russian Federation spoke about the recent judicial reform, whereby separate courts of appeal and cassation were created within the system of courts of general jurisdiction. The Chief Justice also touched upon the issues of improving the consideration of civil cases, the development of mediation and conciliation procedures.
17 – 22 May
A delegation of the Supreme Court of the Federal Democratic Republic of Nepal, headed by Chief Justice Cholendra Shumsher JB Rana, paid an official visit to Russia at the invitation of the Chief Justice of the Supreme Court of the Russian Federation Vyacheslav Lebedev.
The Nepalese delegation learned about the structure of the judicial system in Russia by visiting the Supreme Court of the Russian Federation, the Judicial Department at the Supreme Court and Moscow Commercial Court.
During the conversations and meetings, both sides have repeatedly confirmed their desire to expand and strengthen the ties between the top judicial bodies of Russia and Nepal.
22 – 24 May
At the invitation of the Supreme Court of the Republic of Slovenia, a delegation of the Supreme Court of the Russian Federation, headed by Chief Justice Vyacheslav Lebedev, paid an official visit to the country.
During the meetings and conversations with Supreme Court President Damian Florjančič, the speaker of the National Assembly Dejan Zhidan, the Minister of Justice Mrs. Andreja Katič, the Prosecutor General Drago Sketa, both sides noted the importance of maintaining such contacts for a better understanding of the features of development and improvement of judicial systems in different countries.
26 – 29 May
First Deputy Chief Justice of the Supreme Court of the Russian Federation Pyotr Serkov visited Bratislava, Slovakia, to attend a conference of Chief Justices of Central and Eastern Europe and present a report on the effective mechanisms of disciplinary liability applied in the Russian Federation.
The 14th annual Meeting of SCO Chief Justices was held in Sochi. It was attended by the Chief Justices of China, India, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan and Uzbekistan. Senior judges of the top judicial bodies from SCO observer states – Afghanistan, Belarus and Mongolia, as well as from Cambodia, which is a dialogue partner, were invited as guests.
Among the issues raised by the participants were such topics as reducing the time and number of pending cases, the mechanism of pre-trial settlement, the use of national and international legal acts by courts for the protection of rights of the child, the review of effective sentences and court decisions in criminal cases, and the jurisdiction of administrative proceedings. Special attention was paid to strengthening the independence of the judiciary.
A Joint Statement was signed following the 14th Meeting of SCO Chief Justices.
Vasily Nechaev and Tatiana Petrova, Deputy Chief Justices of the Supreme Court of the Russian Federation, met with a delegation of the Legal Affairs Committee of the National Assembly of Vietnam, headed by its chairwoman, Ms. Le Thi Nga.
During the conversation, the parties discussed the development of administrative justice in the Russian Federation, in particular the formation of the legislative basis of administrative judicial procedure.
Sergey Rudakov, Deputy Chief Justice of the Supreme Court of the Russian Federation, met with a delegation of judicial bodies of the Republic of Korea, headed by Supreme Court Justice Lee Kitaik.
At the request of the guests, Deputy Chief Justice Rudakov answered questions about the activities of Russia’s apex court, as well as about the current state of the court system and the new challenges faced by it.
