16 February

Vyacheslav Lebedev, Chief Justice of the Supreme Court of the Russian Federation, had a personal meeting with Christos Giakoumopoulos, Director General of Human Rights and Rule of Law of the Council of Europe.

During the talk, the Chief Justice informed about the special features of work of the courts during the coronavirus pandemic, the measures implemented to ensure the administration of justice in the current circumstances. The two sides discussed further cooperation of the Russian Supreme Court with the Council of Europe.


28 – 31 March

A delegation of the Supreme Judicial Council of the Republic of Armenia, headed by the council president Ruben Vardazaryan, visited the Russian Federation.

During their stay in Moscow, the delegation members met with Chief Justice Vyacheslav Lebedev, as well as the leadership of the Judicial Department at the Supreme Court, Moscow City Court and Commercial Court of Moscow.


15 – 21 April

At the initiative of the People’s Republic of China, a webinar for judges of Shanghai Cooperation Organization member states was held in order to let the participants learn about the best practices of respective judiciaries and the specifics of different legal cultures.

Victor Momotov, President of the Council of Judges of the Russian Federation, Justice and Secretary of the Plenary Session of the Supreme Court of the Russian Federation, spoke at the opening session, noting the importance of bringing the SCO judiciaries closer together during the yet unfinished pandemic.

Participants from the Russian side included Deputy Chief Justice and Chair of the Judicial Chamber for Civil Cases Yuri Glazov, as well as Supreme Court Justices Aleksandr Klikushin, Yuri Moskalenko, Natalia Pavlova, Nikolay Bezugliy, Pyotr Kondratov, Aleksey Shamov and Svetlana Frolkina.


26 – 27 May

Chief Justice Vyacheslav Lebedev participated in the World Judicial Conference on Environment, which took place via videoconference.

The event was organised by the Supreme People’s Court of the People’s Republic of China together with the UN Environment Program in order to strengthen cooperation in the environmental justice sphere, continue joint work on ensuring judicial protection guarantees for the global ecology.

Representatives of top judicial bodies discussed legal measures of environmental protection, exchanged success stories in judicial protection of biodiversity, international environmental governance and the fight against climate change.


1 June

The Russian-German Dialog of Judges took place for the 18th time. The event, held via video, was titled “Digitization and Optimization of Judicial Proceedings in the New Reality: Passing Fashion or Long-Term Trend?”.

The opening session featured welcome addresses from Bettina Limperg, President of the Federal Supreme Court of the Federal Republic of Germany, and Sergey Rudakov, Deputy Chief Justice and Chair of the Disciplinary Chamber of the Supreme Court of the Russian Federation.

Justice Victor Momotov made a presentation dedicated to the impact of the tech revolution on judicial proceedings.


2 June

Tatiana Petrova, Deputy Chief Justice and Chair of the Judicial Chamber for Administrative Cases, met with representatives of the OSCE Office for Democratic Institutions and Human Rights (ODIHR) Needs Assessment Mission, led by Ulvi Akhundlu, visiting Russia in the run-up to the State Duma elections.


28 June

Justice Victor Momotov met with Axel Schäfer and Ria Oomen-Ruijten, monitoring co-rapporteurs of the Parliamentary Assembly of the Council of Europe, who were in Moscow on a fact-finding visit regarding Russia’s honouring of its CoE obligations and commitments. During the talk, Justice Momotov covered the issue of judicial independence in the Russian Federation.


7 September

Deputy Chief Justice Tatiana Petrova received Ilkhom Nematov, head of the Election Observers Mission of the Commonwealth of Independent States and deputy head of the CIS Executive Committee.

During the talk, issues of court consideration of administrative cases regarding the protection of voting rights of Russian citizens in the context of the upcoming State Duma elections were discussed.


24 September

The 16th Conference of SCO Chief Justices was held via video under the auspices of the Supreme Court of the Kyrgyz Republic.

Chief Justices and Supreme Court justices from India, Kazakhstan, China, Kyrgyzstan, Russia, Pakistan, Tajikistan and Uzbekistan participated in the event, as well as their colleagues from the observer states of Belarus, Iran and Mongolia. The Russian side was represented by Chief Justice Vyacheslav Lebedev.

Issues of administration of justice were on the agenda, including the digitization of courts and introduction of IT in the proceedings. A Joint Statement of SCO Chief Justices was adopted in conclusion of the conference.


30 September

The 11th International Legal Forum of the Asia-Pacific took place via video at the initiative of the Supreme Court of the Russian Federation.

Representatives of top judicial bodies from Russia, Cambodia, China, India, Indonesia, Kazakhstan, the DPRK, Kyrgyzstan, Mongolia, Myanmar, Pakistan, the Philippines, Tajikistan, Thailand, Uzbekistan and Vietnam attended the event.

In his keynote speech, Chief Justice Vyacheslav Lebedev suggested that it was viable to create an international electronic court cooperation platform for the exchange of international legal assistance documents in order to ensure more efficient protection of citizens’ rights.


8 October

Chief Justice Lebedev received the Ambassador of the Republic of Argentina in the Russian Federation, Eduardo Zuain.

During the talk, the parties expressed their interest in further cooperation and dialogue between the supreme courts of the two countries.


13 October

Chief Justice Lebedev received a delegation of the Ministry of Justice of the Kingdom of Saudi Arabia, led by Minister Walid bin Mohammed al-Samaani. During the meeting, the Chief Justice provided an overview of the judicial system of the Russian Federation.


15 October

The ECHR held its fourth Superior Courts Network Webinar. This time, the webinar was dedicated to the issue of mass protests. The Russian Supreme Court was represented by Deputy Chief Justices Tatiana Petrova and Sergey Rudakov.


17 – 20 October

First Deputy Chief Justice Pyotr Serkov participated in the Conference of Chief Justices of Central and Eastern Europe in Bled, Slovenia, speaking on the topic of institutional independence of Russian judges.


26 – 27 October

Maritime Silk Road International Forum on Judicial Cooperation took place via video, organized by the Supreme People’s Court of the People’s Republic of China.

Representatives of the supreme courts of participating countries discussed the current issues of international and maritime law.

Chief Justice Lebedev took part in the event, making a speech on the legal principles of use of maritime natural resources in the context of environmental protection.


28 October

An international scientific conference “IT and Law (Legal Informatization – 2021)” took place at the initiative of the National Legal Informatization Centre and the Supreme Court of the Republic of Belarus.

First Deputy Chief Justice Pyotr Serkov and Justice Victor Momotov spoke at the event, addressing the topics of IT development and the use of artificial intelligence in court proceedings.


3 – 5 November

Justice Victor Momotov, President of the Council of Judges of the Russian Federation, participated in the 22nd plenary session of the Consultative Council of European Judges.

The main topic of the event was the draft CCEJ Opinion on the evolution of the councils for the judiciary and their role in independent and impartial judicial systems.


10 – 12 November

WIPO Intellectual Property Judges Forum took place, its main topic being judicial proceedings in patent disputes. The event was attended by Justices Vladimir Popov and Vyacheslav Gorshkov.


12 November

China Forum on International Legal Cooperation was held, presided by Wang Chen, Member of the Political Bureau of CPC Central Committee, Vice Chairman of the Standing Committee of the National People’s Congress of the People’s Republic of China and President of China Law Society.

The forum was attended by representatives of legislative, executive and judicial powers from 20 states, as well as international organisations.

Chief Justice Lebedev addressed the event participants, noting the importance of renewal and improvement of the rules of international trade and investment.


17 – 19 November

A Conference of the Court of the Eurasian Economic Union took place, dedicated to the uniform court application of EEU law. The event was attended by Irina Podnosova, Deputy Chief Justice and Chair of the Judicial Chamber for Economic Disputes. Justice Yuri Ivanenko made a presentation titled “Remote Judging during the Pandemic. Experience of Judiciaries in EEU Countries”.


23 November

Chief Justice Vyacheslav Lebedev met with a delegation of the Prosecutor General’s Office of the Republic of Kazakhstan, led by Prosecutor General Gizat Nurdauletov.


29 – 30 November

Members of the Russian judiciary participated in the SCO Regional Judges’ Forum organized by the Chinese side.

The agenda included such topics as judicial protection of cross-border trade and investments, pre-trial and out-of-court dispute settlement, recognition and enforcement of foreign arbitration awards and court decisions in the SCO member states, as well as online transformation of proceedings.

In his opening remarks, Chief Justice Vyacheslav Lebedev noted that international legal integration contributes to the effective court protection of not just economic interests, but also of the citizens’ personal rights.


24 December

Chief Justice Lebedev received Ramin Garagurbanli, President of the Council of Europe’s European Commission for the Efficiency of Justice.

During the talk, the Chief Justice presented an overview of the work of Russian courts during the pandemic; further cooperation between CEPEJ and the Russian Supreme Court was discussed.
