27 June

The Plenary Session of the Supreme Court of the Russian Federation gathered remotely and adopted a number of previously discussed plenary rulings: “On Court Application of Norms of the Criminal Procedure Code of the Russian Federation Regulating Jurisdiction over Criminal Cases” (Russian version), “On Court Application of Rules on Charge of Things” (Russian version), “On Certain Issues Arising during Court Consideration of Administrative Cases on Protection of Electoral Rights of Citizens of the Russian Federation and of Their Right to Participate in a Referendum” (Russian version). It was also decided to amend a 2012 plenary ruling on criminal proceedings in a court of appeal. Furthermore, a draft plenary ruling regarding the application of norms on suretyship in insolvency proceedings was discussed.


15 June

The Plenary Session of the Supreme Court of the Russian Federation gathered online. The session participants voted to present two draft laws to the State Duma. One limits the possibility of putting women who have minor children and persons with certain illnesses into pre-trial custody, and the other is aimed at strengthening the procedural guarantees of businesspersons in criminal proceedings. The Session also considered a draft plenary ruling on protection of voting rights in administrative proceedings.


1 June

The Plenary Session of the Supreme Court of the Russian Federation convened via web conference. In particular, it adopted two previously discussed plenary rulings, “On Certain Issues of Judicial Practice in Criminal Cases on Crimes Stipulated in Articles 317, 318, 319 of the Criminal Code of the Russian Federation” (Russian version) and “On Certain Issues of Adoption of Measures aimed at Securing the Claim, Provisional Measures by the Courts” (Russian version). It further discussed a draft plenary ruling on charge over things in civil and commercial matters. The Plenary Session also decided to introduce two draft laws to the State Duma, proposing to change the jurisdiction of circuit (fleet) military courts over terrorist crimes.


18 May

The Plenary Session of the Supreme Court of the Russian Federation gathered remotely. In particular, it adopted a previously discussed plenary ruling “On the Practice of Court Consideration of Criminal Cases on Crimes against the Military Service” (Russian version). Amendments were also introduced to a 2008 plenary ruling regarding criminal cases pertaining to evasion of military draft or military service. Furthermore, a draft plenary ruling was discussed regarding the issues of determining a court’s jurisdiction over a criminal case.


25 April

The Plenary Session of the Supreme Court of the Russian Federation gathered online. In particular, it considered a draft plenary ruling on provisional measures in civil, commercial and administrative proceedings.


18 April

The Plenary Session of the Supreme Court of the Russian Federation convened via web conference. In particular, it discussed a draft plenary ruling concerning judicial practice on crimes regarding attempts against the life of law enforcement officers, violence against and contempt of authorities.


21 March

The Plenary Session of the Supreme Court of the Russian Federation gathered remotely. In particular, a draft plenary ruling was discussed regarding the consideration of criminal cases on crimes against the military service.


11 March

Chief Justice Vyacheslav Lebedev took part in the 18th Conference of Chief Justices of Shanghai Cooperation Organisation. This year’s conference was conducted in New Delhi, India. The main topics discussed at the event included smart courts, access to justice and institutional challenges facing the judiciary. Chief Justices and senior judges from China, India, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan and Uzbekistan participated in the exchange, joined by those from Belarus and Mongolia.
